According to Announcement No.55 of 2025 by the Ministry of Commerce and the General Administration of Customs (published on October 9, 2025), China will implement export controls on certain ultra-hard materials starting from November 8, 2025.

The following are the key points of the policy and relevant recommendations from our company.

Controlled items

1. Artificial diamond powder: average particle size ≤50 μm (tariff code: 71051020).

2. Artificial diamond single crystal: average particle size >50 μm and ≤500 μm (tariff code: 71051020, note: cultured diamonds used for decoration and jewelry are not controlled).

3. Artificial diamond wire saw: wire diameter ≤45 μm, average diamond particle size ≤8 μm, breaking tension ≤16 N.

4. Artificial diamond grinding wheel: diamond teeth hardness ≤30 HRB, diamond average particle size ≤5 μm, maximum working speed ≥40 m/s (tariff code: 68042110).

5. DCPCVD equipment (tariff No.84798999), which uses direct current arc plasma jet technology.
